Microsoft Family Safety Not Working on a PC: Limits, Reports, Browsers and Location

The screen time limit does not kick in

We would check the account type first: Settings → Accounts → Family & other people. Microsoft’s Family Safety troubleshooting page warns that an administrator can change or break Family Safety settings. Your child needs a standard user account; keep the administrator account for yourself.

If the account type is right, the same page suggests removing the screen time limit and adding it back. In June 2026 a moderator on Microsoft Q&A added more steps. After re-adding the limit, restart the PC and have your child sign out and back in. Then install Windows updates and update the Microsoft Family Safety app from the Microsoft Store.

Sometimes the opposite happens and the limit arrives early. The timer runs the whole time your child is signed in, even if the PC just sits there. Idle time does not appear in the report, so the report may show a couple of minutes while the PC is already locked. Microsoft suggests that children sign out when they finish, which saves the remaining time for later.

Your child signs in with a local account

A family group works with Microsoft accounts only. You cannot add a local Windows account to it, as community advisers explain on the Microsoft forum. If your child uses a local account on the PC, family limits, filters and reports do not apply to it.

You can switch a local account to a Microsoft account under Settings → Accounts → Your info → Sign in with a Microsoft account instead. The steps are in Windows help. Use the same Microsoft account you added to the family group, or the rules will miss it again.

The PC is missing from your child’s devices

A PC joins your child’s connected devices once your child signs in to it with their Microsoft account. If that has not happened, open Settings → Accounts → Family & other people on the PC, select your child and choose Allow. The path comes from Microsoft’s page on connecting devices, which repeats the standard-user rule.

The troubleshooting page lists one more cause: your child’s Microsoft account may have expired. Have your child sign in to it on the PC, and if Windows asks to verify the account, complete that step. If you have not set up the family group yet, start with our step-by-step guide for Windows 11.

The activity report is empty

Reporting is switched on per platform: your child’s card in the Family Safety app or at account.microsoft.com/family has an activity reporting toggle for Windows. If it is off and you did not turn it off, your child most likely did. Microsoft lets children 13 and older opt out of sharing usage data with adults in the family, and a parent can turn reporting back on only with the child’s consent.

Websites and searches appear in the report only when your child uses Microsoft Edge while signed in to their account. Microsoft cannot report activity in other browsers. If yesterday’s time shows up under a different day, check the time zone: Microsoft names a wrong time zone as the cause of that shift.

A Microsoft Q&A thread from September 2025 describes a Windows 11 PC that stopped tracking time and applying limits after Android Studio, WSL and the hypervisor were installed. The person who asked found the cause: the FamilySafetyMonitor and FamilySafetyRefreshTask tasks were missing from Task Scheduler, and re-registering them brought the controls back. A moderator in the same thread suggested checking the Microsoft Family Safety Monitor Service and turning on optional diagnostic data. This is one user’s report; Microsoft’s help pages do not include that step.

Your child browses in Chrome or another browser

Family Safety filters websites and searches in Microsoft Edge. According to the filtering help page, when Filter inappropriate websites and searches or Only use allowed websites is on, unsupported browsers are blocked so the filter cannot be bypassed.

So if Chrome still opens, we see two explanations. The filter may be off for your child, and turning it on is enough. Or your child is signed in with the wrong account or with administrator rights, and browsers stay unblocked for the same reasons the limit fails.

Family Safety does not show your child’s location

Microsoft removed this feature. Location and drive safety stopped working on November 29, 2024, the date a Microsoft support specialist gave on Microsoft Q&A. The help page on saved places and location alerts carries a notice that these features are going away.

In August 2025 a forum moderator confirmed that location sharing, location alerts and drive safety were permanently removed from the app as a product decision. What is left in the Family Safety app

The Microsoft Family Safety app is still on Google Play and the App Store, and Microsoft’s help links to both. It keeps screen time, activity reports, content filters and spending limits. On a child’s Android phone Microsoft does not yet support screen time; app and game limits work there.

When a separate PC app makes sense

The built-in Windows controls usually do the job while your child signs in with their own Microsoft account, has no administrator rights and browses in Edge. A separate app is worth it when an older child is looking for workarounds, when your child also has an Android phone and you want one dashboard for both, or when you need a limit on one game.

Our Gardion installs on Windows 10 and 11 and is set up from your phone or the web dashboard. You can give a limit to a single program, say forty minutes of Roblox a day, while homework and drawing do not use it up. While the web filter is on, Gardion blocks VPN apps; the limit checks time against a server, so changing the clock does nothing.
